Lu Fernandes is the Director General, Integrity Risk Guidance Branch, Operations Sector, Immigration, Refugees and Citizenship Canada. Lu joined the Canadian Public Service in 1991 and has worked in various areas in the federal government including Employment and Immigration Canada, Treasury Board Secretariat, Human Resources and Skills Development Canada and Service Canada. For a number of years, as Director, Investigation and Control, Service Canada, Lu was responsible for addressing fraud in a variety of social benefit programs including Employment Insurance, Canada Pension, and Old Age Security. In 2007 Lu became Director General, Security Bureau, at Passport Canada responsible for mitigating risks in the Canadian Passport Program. With the move of Passport Canada to Immigration, Refugees and Citizenship Canada in July 2013, Lu subsequently took on the responsibility for strengthening the integrity of the overall Canadian immigration system. Lu holds a BA from McGill University in Montreal, Quebec and an MBA from Simon Fraser University in Vancouver, British Columbia.
