Niall McCann is UNDP’s Lead Electoral Advisor, based in the Bureau of Policy and Programme Support in New York. In this position he provides programming and advisory support to UNDP Country Offices engaged in providing electoral assistance. A number of those countries have requested support from UNDP in the rollout of either biometric voter registration systems, or national identity schemes, to which Niall has given substantial support. He sits as the UNDP representative on the advisory board of the ID4Africa initiative, as well as the Global Civil Registration and Vital Statistics Working Group, currently chaired by the World Bank. He is part of the World Bank-chaired Working Group developing the Declaration of Common Principles Identification for Sustainable Development: Toward the Digital Age, and is a regular speaker on identity matters in events hosted by initiatives such as the Biometrics Institute and the ID2020 initiative. As part of his electoral portfolio, he is a regular visitor to countries such as Afghanistan and Yemen, and has implemented longer-term electoral technical assistance projects for both the UN and the European Union in countries such as Lebanon, Zambia, Kenya and Sierra Leone.
